A. Whenever any dog or other animal has bitten or scratched a human, the owner of said dog or other animal shall immediately notify the police department or county health department, who shall order the animal held on the owner's premises for observation or shall have it impounded for a period of ten (10) days commencing from twenty four (24) hours of the biting incident.
