It shall be unlawful for any person licensed to own or keep any billiard or pool table, bowling alley or shooting gallery, to keep the hall or room used therefor open after curfew, and it shall be unlawful for any person licensed to keep any billiard hall or bowling alley or shooting gallery for gain or public use, within the Village, to permit any minor under the age of eighteen (18) years to loiter in or about the premises or use such facilities, without first obtaining the written consent of the parents or guardian of the minor so to do.
