3-10-1-3: RESTAURANTS:
   A.   License: No person shall engage in the business of keeping or operating a "restaurant" which is hereby defined as any public place advertised or held out to the public as place where meats, sandwiches, coffee or other foods are offered for sale, sold, served or supplied to the general public, indiscriminately at any time or hour, to be consumed on the premises, without a license therefor.    B.   Inspections:
      1.   It shall be the duty of the Lake County Health Department, Chief of Police, or food inspector and they are hereby authorized and empowered, from time to time, to inspect and examine all premises wherein restaurants are conducted, for the purpose of ascertaining whether the ordinances of the Village and the laws of the State relating to the operation of restaurants are being complied with, and it shall be their duty to cause such ordinances and laws to be enforced. It shall be the duty of every keeper of a restaurant to permit such inspections to be made and when required to furnish samples of any food kept, sold, offered for sale or served in such restaurant, which samples shall be examined or analyzed and a record of each examination or analysis shall be made and kept on file.       2.   The presence of any food, drink or raw material in any part of the establishment shall be deemed prima facie evidence of its use for human food. (Ord. 81-12, 4-20-1981)
