3-9-4: CONDUCT OF BUSINESS:
   A.   Conduct of Business, General: All licensees shall conduct the business of servicing agency by:
      1.   Accepting orders for the purchase of parimutuel tickets to licensed Illinois race tracks only. (Ord. 81-12, 4-20-81)
      2.   Entering each such order on a transaction permit previously obtained from the Village Treasurer. (Ord. 81-12, 4-20-81; amd. Ord. 89-34, 2-6-89)
      3.   Transmission of such orders to the appropriate race track for the purchase of parimutuel tickets pursuant to such orders.
      4.   Returning all funds to customers due and owing to them on account of winning tickets purchased for them, or money due them owing to defaulted purchase, whether or not such default in performance was caused by late scratch of the customer's selection or any other reason.
      5.   Maintaining a constant audit of all such transactions and events such as to admit the convenient, efficient, and precise inspection and auditing of such servicing agency by the Village or other interested or authorized governmental authority. (Ord. 81-12, 4-20-81)
   B.   Transaction Permits:
      1.   No person shall enter into any transaction as herein defined, except by recording that transaction in duplicate upon a serially-numbered document bearing the business name of the licensee as it appears on the license, and bearing a legend over the seal of the Village Treasurer memorializing the fact that the Village has been paid a fee of twenty five cents (25¢) for the issuance of such permit.
      2.   Permits will be ordered through the Village Treasurer for which licensee shall pre-pay the printing cost, on forms prepared by the Village Treasurer, except that in recording a transaction thereon, the licensee shall record the selection made by his customer, the amount of the transaction and any service charge made by the licensee to his customer.
      3.   Licensee will be permitted to obtain such forms from the Village Treasurer in any numbers desired by tendering the Treasurer the permit fee of twenty five cents (25¢) per form obtained from the Treasurer. It will be the responsibility of licensee to order forms in advance and no form other than that described and so obtained will be employed to record a transaction.
      4.   On issuing transaction permits, the Treasurer will record the serial numbers of the forms obtained by the licensee, which shall be issued to licensee serially in their natural numerical sequence. In using such forms to record transaction, licensees will, to the extent practicable, use them according to the same sequence. (Ord. 81-12, 4-20-81; amd. Ord. 89-34, 2-6-89)
