3-4-19: VIOLATION:

No person soliciting funds on behalf of such an organization shall intentionally or unnecessarily hinder, obstruct or delay or wilfully or unnecessarily attempt to delay, hinder or obstruct any other person in lawfully driving or travelling along or upon any street or thoroughfare within the village. (Ord. 89-52, 6-19-1989)
