3-1-4: EXPIRATION:
   A.   All annual licenses shall be operative and the license year for the village shall commence on May 1 of each year and shall terminate on April 30 of the following year, where no provision to the contrary is made.
   B.   The village clerk shall notify all licensees of the village of the time of expiration of the license held by the licensee (if an annual) three (3) weeks prior to the date of such expiration. Provided, however, that a failure to make such notification, or the failure of the licensee to receive it, shall not excuse the licensee from the obligation to obtain a new license, or a renewal thereof, nor shall it be a defense in an action based upon operation without a license.
   C.   In the event a licensee who has been issued a license the previous year fails to obtain a license before May 1 of any year, the licensee shall pay to the village treasurer prior to the time the current license is issued, a sum equal to twice the normal license fee, it being determined by the corporate authorities that such a charge is a reasonable and proper charge to offset the costs to be incurred by the village in maintaining records and sending delinquency notices for a license applicant who is late in securing a current license. In the event a licensee who has been licensed the previous year fails to obtain a license before June 1 of any year, a citation may be issued by the village and thereafter, the village may institute legal proceedings for operating without the requisite business license.
