A. The Board of Fire and Police Commissioners shall appoint all members of the Fire and Police Departments of the Village except the Chief of Police and the Chief of the Fire Department, which appointments shall be made by the Village President and Board of Trustees. The Chief of Police and the Chief of the Fire Department shall not be subject to this Chapter, nor to the rules made by the Board of Fire and Police Commissioners pursuant to the authority hereinafter granted. All appointments made by the Board of Fire and Police Commissioners shall be from the rank next below that to which the appointment shall be made, other than that of the lowest rank.
B. Such Board of Commissioners shall make such rules and make such appointments and removals except those herein reserved to the Village President and Board of Trustees, and shall have such other and further powers as are contained in division 2, section 10 of chapter 24 of the Illinois Revised Statutes, and any and all amendments thereto.
