1-5-4: POWERS AND DUTIES:
   A.   The Village President shall be the Chief Executive Officer of the Village, and shall perform all such duties as may be required of him or her by statute or ordinance. The position of the Village President shall be considered a part time position and the duties and the salary of the Village President shall reflect that the position is part time. Among the powers and duties of the Village President are the following:
      1.   Performance of those duties customarily performed by a Chief Executive Officer.
      2.   The power and authority to inspect all books and records kept by any Village officer or employee at any reasonable time.
      3.   Preside over regular and special meetings of the President and Board of Trustees.
      4.   Represent the Village at functions, meetings or events when the representation of the Village is necessary or expedient.
      5.   Designate a person to represent the Village at functions, meetings or events as necessary and when he himself is unable to attend.
      6.   Maintain reasonable regular office hours so as to be available for public purposes an average minimum of two (2) hours per day, during normal business hours, with at least ten (10) hours per week set aside for the general management of the Village and its business.
      7.   Act as a member of any and all standing committees of the Village Board.
   B.   Whenever there is a question as to the respective powers or duties of any appointed officer of the Village, this shall be settled by the Village President, and he shall have the power to delegate to any such officer, any duty which is to be performed when no specific officer has been directed to perform that duty.
   C.   All appointments of officials hereinafter provided for shall be made by the President with the advice and consent of the Board of Trustees. In the event a nominee for appointment shall not receive a majority vote of the Board confirming the appointment, it shall be the duty of the President to submit another nominee to the Board within thirty (30) days thereafter at a regular meeting of the Board. In a vote to confirm, the President shall have the power to vote to break a tie or establish a majority. (Ord. 2015-29, 5-26-2015)
