1-5-3: PRESIDENT PRO TEM:
   A.   If the Village President is temporarily absent because of an incapacity to perform her/his official duties, but the incapacity does not create a vacancy in the office, the Board of Trustees shall elect one of their members to act as President Pro Tem. The President Pro Tem, during his/her absence or disability, shall perform the duties and possess all the rights and powers of the President but shall not be entitled to vote both as President Pro Tem and as trustee.
   B.   In the absence of the President or President Pro Tem, the Board of Trustees may elect one of their members to act as Temporary Chairman. The Temporary Chairman shall have only the powers of a presiding officer and a right to vote only in the capacity as trustee on any ordinance, resolution or motion.
   C.   In the event of a national, state or local emergency requiring immediate action by the President or the President Pro Tem, where the President or President Pro Tem is incapacitated or otherwise unable to take such necessary action(s), then the following persons shall, during a time of emergency, assume the duties and powers of the President under Title 1, Chapter 5 of the Fox Lake Village Code pursuant to the following order of succession:
      1.   The President shall retain his or her powers during an emergency , as that term is described by Section 2-5-7 of Title 2, Chapter 5 of the Fox Lake Village Code, unless he or she is incapacitated or otherwise unavailable.
      2.   If the President is incapacitated or otherwise unavailable then the President Pro Tem shall assume the duties and powers of the President.
      3.   If the President Pro Tem is incapacitated or otherwise unavailable, or if the Board of Trustees is unable to immediately appoint a President Pro Tem, then the Trustee with longest length of time of continuous service as a member of the Board of Trustees, who is not incapacitated or otherwise unavailable, shall assume the duties and powers of the President.
      4.   If all of the Village Trustees are incapacitated or otherwise unavailable, then the Village Administrator shall assume the duties of the Village President.
   D.   If any person becomes capable or available after being incapacitated or unavailable, that person shall immediately assume or resume the duties and powers of the President and replace any persons acting as President that may have succeeded them pursuant to the order of succession set forth in this subsection.
