(A) This chapter shall not impair or affect any act done, offense committed or right accruing, accrued or acquired, or liability, penalty, forfeiture or punishment incurred prior to the time this chapter takes effect, but the same may be enjoyed, asserted, enforced, prosecuted or inflicted as fully and to the same extent as if this chapter had not been adopted.
(B) Such proceedings may be consummated under and according to the ordinance in force at the time such proceedings are or were commenced. All prosecution, or other actions, pending at the effective date of this chapter, or offenses or acts committed prior to the effective date of this chapter, may be continued or instituted under and in accordance with provisions of the ordinance in force at the time of such offense.
