§ 153.02 OFFICERS; MEETINGS; QUORUM; RULES.
   (A)   Chairperson and vice-chairperson. The Planning Commission, at its first meeting, shall elect a chairperson from among the appointed members, and may elect a vice-chairperson, each of whom shall hold office for one year, with eligibility for re-election.
   (B)   Secretary. The Planning Commission shall appoint or hire a secretary who need not be a member of the Planning Commission. The Secretary shall keep an accurate record of all resolutions, transactions, findings and determinations, which record shall be a public record. The Planning Commission shall annually file a report with the Village President and Council.
   (C)   Meeting; quorum. Four members of the Planning Commission shall constitute a quorum for the transaction of business. The Planning Commission shall make and adopt rules for the transaction of business consistent with the laws of this state, and with village ordinances. The Planning Commission shall hold at least one regular meeting in each month, at such time and place as may be fixed by the Commission. Special meetings may be called by the Chairperson or by three members by written notice served upon each member of the Planning Commission.
