Blocks within subdivisions shall not exceed 1,200 feet in length nor a minimum of 300 feet, and their width not less than 300 feet except where, in the opinion of the Planning Commission, physical conditions may justify a variation. Maximum length of a street terminating with a cul-de-sac shall be 660 feet measured from the nearest intersection to the beginning of the turn-around.
