(A) The Village Council shall not review a preliminary plat until it has received a recommendation on the plat from the Planning Commission. Following the receipt of such recommendations, the Village Council shall consider the preliminary plat at a meeting at which the matter is placed on the regularly scheduled meeting agenda. Such meeting shall be held within 30 days of the date of the regular Planning Commission meeting at which the preliminary plat was considered, except that the entire review process of the Planning Commission and the Village Council, barring an extension agreed to in writing by the proprietor, shall not exceed a period of 90 days from the date of submission by the proprietor to the Village Clerk, to the date of approval or rejection by the Village Council.
(B) Should the Village Council issue tentative approval of the preliminary plat, it shall be deemed to confer upon the proprietor for a period of one year from the date, approval of lot sizes, lot orientation, and street layout. Such tentative approval may be extended if applied for by the proprietor and granted by the Village Council in writing.
(C) Should the Village Council reject the preliminary plat, it shall record the reasons for such action in the minutes of the meeting at which the preliminary plat was rejected, and notify the proprietor in writing of such action with its reasons.
