For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
CLERK and TREASURER. Those persons duly appointed or elected to such offices or positions in the village.
COST. When referring to the cost of any local public improvement, means the same as “expense” and shall include the cost of services, surveying, plans, condemnation, spreading of rolls, notices, advertising, printing, financing, engineering, construction and legal fees and all other costs incidental to the making of such improvements, the special assessments therefor and the financing thereof.
ENGINEER. The Village Engineer if the village has appointed an engineer, otherwise, an engineer specifically employed by the village for the work on the improvement.
LOCAL PUBLIC IMPROVEMENT. Any public improvement which is of such a nature as to specially benefit any real property or properties within a district in the vicinity of such improvement. It shall include, but not be limited to the following improvements, including the land therefor: streets, alleys, sidewalks, sewers, drains, water courses, water systems, or any other local public improvement or repair.
LOT or PARCEL OF LAND. Any subdivision lot or portion thereof as officially platted or any unplatted parcel of land as may be described upon the tax rolls of the village.
OWNER. The last recorded title holder of any lot or parcel of land, or the person whose name is last listed upon the village tax roll as owner of a certain piece or parcel of land.
