§ 30.01 PUBLIC IMPROVEMENTS; SPECIAL ASSESSMENTS.
   The Village Council by an affirmative vote of two-thirds of its members may adopt a resolution to determine that the whole or a part of the expense of a local public improvement or repair shall be defrayed by special assessments upon the property specially benefitted.
