705.01 DEFINITIONS.
   (a)   "Alarm system" means any device installed at a residential, commercial or industrial structure or facility which is designed or used for the detection of unauthorized entry, robbery, fire, smoke, sprinkler activation, disturbance or other unusual occurrence, and which transmits an alarm signal off the premises where it is located by any means including but not limited to bells, sirens, lights, radio signals and telephone-line or direct-wire connections to receiving devices. Not included are alarms on motor vehicles. (Ord. 92-29. Passed 6-3-92.)
   (b)   "Alarm user" means the person, firm, association or other entity responsible for the operation of an alarm system which is located in the City or is directly connected to the Police or Fire Departments. (Ord. 92-68. Passed 12-15-92.)
   (c)   "False alarm" means the activation of an alarm system by any means other than an occurrence the system was designed to detect, including but not limited to employee errors, system malfunctions, negligence in installation, operation or maintenance, power failures or fluctuations, weather conditions except those so violent as to activate a large number of local alarm systems at the same time, unknown reasons, and any system test which was not announced to the Fostoria Police or Fire Departments in accordance with provisions of this chapter. Not included is the malicious activation of a manual alarm activating switch or device located in a public area when there is no indication of a fire or other event which the alarm system was designed to signal.
