CERTIFICATE

We, the qualified members of the Charter Commission of the City of Fostoria, Ohio, elected November 8, 2005, have framed the foregoing Charter and have fixed November 7, 2006 as the time of the election at which the Charter shall be submitted to the electors of the City of Fostoria, Ohio.
