11.05 Amendment of Charter
   (A)   This Charter may be amended by the electors pursuant to proposals placed on the ballot for approval of the electors by (1) a resolution adopted by a two-thirds (2/3) majority vote of the members of Council at a regular or a special meeting, or (2) an initiative petition by the electors in accordance with Article X of this Charter and the Constitution of Ohio.
   (B)   Beginning in the year 2010, and every ten years thereafter, the Mayor shall appoint five electors and the Council, by a majority vote, shall appoint ten electors to a Charter Review Commission. The members of that Commission shall study the effectiveness of the Charter and may recommend amendments to the Charter in a report to the Mayor and the Council. The Council shall place the recommended amendments, without revisions by the Council, on the ballot to be voted on by the electors, in the form of amendments to the Charter pursuant to paragraph (A) of this section.
