(A) Except as provided in Article VII of this Charter, the General Laws of Ohio shall apply to the merit system of the City under this Charter.
(B) A Civil Service Commission consisting of the members as provided for in General Statutory Plan Cities shall be continued under this Charter, exercising the powers, duties and functions as provided in the General Laws of Ohio, except as otherwise provided in Article VII of this Charter.
