505.24 EXCRETA; OWNER RESPONSIBILITY.
   (a)   It shall be the responsibility of the owner or person in charge of any animal or animals to provide for the removal of any excreta deposited by such animal or animals on public or private property.
   (b)   It shall be unlawful for the owner or person in charge of any animal or animals to fail to provide for the removal of any excreta deposited by such animal or animals on public or private property.
   (c)   Every owner, occupant or person having charge of any building, structure or lot abutting upon any public sidewalk or curb strip shall keep the area free from accumulation of any excreta deposited by birds, pigeons, or any animal for the preservation of health and safety of our community.
   (d)   Whoever violates this section is guilty of a minor misdemeanor.
