For purposes of this chapter, the following words and phrases shall have the following meaning ascribed to them respectively.
(a) "At large" means off the premises of the owner, and not under the control of the owner or a responsible person and obedient to that person's command or secured by a leash or lead.
(b) "Dog" means both male and female.
(c) "Owner" means any person, persons, firm, association, or corporation, owning, keeping or harboring a dog. (1979 Code 91.01)
