(a) No person shall own, keep or harbor any wild or exotic animal except as herein provided.
(b) This prohibition shall not apply to:
(1) Any owner, keeper or harborer issued a "commercial propagating license" or a "non-commercial propagating license" by the Ohio Division of Wild Life pursuant to Ohio R.C. 1533.71; or
(2) Any person having a valid permit duly issued by the Director of Public Safety; or
(3) Any person having a valid temporary permit duly issued by the Director of Public Safety; or
(4) Any person while engaged in transporting such animal for purposes of examination or treatment to or from a veterinarian duly licensed by the State of Ohio; or
(5) The keeping or harboring of such animal by any person duly licensed to practice veterinary medicine in the State; provided that such animal is not kept or harbored for a period greater than seven days.
