The Chief of Police shall have authority to remove the license plate from any bicycle and impound the same, together with the license issued to the owner or operator of the bicycle, for a period not to exceed five days if the bicycle is being operated in an unsafe manner or contrary to the regulations of this chapter. The removal of a license plate shall be in addition to other penalties provided hereunder. (1979 Code 75.24)
