Upon the issuance of a license, the Police Department shall affix to the bicycle a proper tag to be furnished by the City. The license tag shall be firmly attached to the frame of the bicycle in such a manner as to be plainly visible. The removal of any license tag except by proper authority or upon transfer of ownership shall be a violation of this chapter.
