The Chief of Police shall have the authority to issue, upon written application, bicycle licenses which shall be effective until surrendered as hereinafter provided. Every license plate shall have displayed upon it the registration number of the bicycle to which it is issued, and the name of the City. The Mayor and Chief of Police shall each keep a record of issue of such licenses, to whom issued, the number thereof, and the number and make of the bicycle frame. The Mayor shall keep a record of all fees collected for issuance of such licenses.
