No owner or operator of any vehicle over seven feet in height or nineteen feet in length shall park such vehicle on any portion of any street within the City in excess of two hours. The purpose of this section is to eliminate traffic hazards by vehicles of excessive heights and lengths blocking the view of a portion of the street to other lawful users of the street.
