351.14 DECLARATION OF SNOW EMERGENCY.
   (a)   Declaration of Emergency. In order to facilitate the movement of traffic and to combat the hazard of excessive snow and ice on streets or portions of streets, the Mayor or Director of Public Service and Safety may at their discretion declare an emergency due to such hazard whenever snow accumulation of two inches or more exists on streets within the City. Upon the declaration of such emergency, such declaration shall be furnished to the local news media, consisting of the newspaper and radio station, as soon as practicable thereafter. The emergency shall continue until a termination announcement as to any street or streets or portions thereof set forth by ordinance is made by the Mayor or Director of Public Service and Safety, and the announcement of such termination shall be furnished to the news media as soon as practicable.
   (b)   Standing Prohibited. After such emergency has been declared, no person during the period of the emergency shall park or cause or permit to remain standing any vehicle on the odd numbered side of the street if the calendar day is an even numbered day or on the even numbered side of the street if the calendar day is an odd numbered day.
   (c)   Streets Prohibited. After such emergency has been declared, no person during the period of the emergency shall park or cause or permit to remain standing any vehicle on any of the following streets or portions thereof. See listing attached to original Ordinance 97-20.
   (d)   Vehicle Removal. Any motor vehicle found parked or standing in violation of subsection (b) hereof may be removed upon the order of the Mayor, Director of Public Service and Safety, or any duly appointed officer of the Police Department. Any costs incurred in such removal or storage shall be paid by the owner of the vehicle in addition to any fines or penalties which may be imposed on the owner or operator of the vehicle.

   (e)   Whoever violates this section shall be guilty of a minor misdemeanor punishable by the following mandatory fines: for a first offense, a fine of fifty dollars ($50.00); for a second offense, a fine of one hundred dollars ($100.00); for a third and all subsequent offenses, a fine of one hundred fifty dollars ($150.00). For purposes of this section, each twenty-four hour period constitutes a separate violation of this offense.
