339.12 TRUCKS TO USE STATE AND FEDERAL HIGHWAYS.
   (a)   No operator of a commercial vehicle in traveling through the City to a destination outside the City shall operate the vehicle on any street of the City other than those streets duly marked as state or federal highways.
   (b)   The operator of a commercial vehicle or vehicles traveling from a point outside the City shall remain on state or federal highways until reaching the street nearest their local destination. The operator of a commercial vehicle traveling from a point in the City to a destination outside the City shall proceed by the most direct route to the nearest state or federal highway unless restricted by weight limitations.    (c)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
