No person shall fail to file a complete copy of a foreclosure complaint involving real property located with the City on which there is a building or structure with the Zoning Inspector within ten days after filing the complaint with the relevant court. Whoever violates this section is guilty of failure to file notice of a foreclosure complaint, a special misdemeanor punishable by a fine of not less than $150.00 and not more than $1,000.00.
