The Director, on authorization by City Council, may permit the installation of either or both storm or sanitary sewers beyond the corporation limits, and allow the same to be connected to existing or new sewers within the corporation limits, provided the sewer or sewers meet the specifications adopted as standard of the City, and plans and specifications approved by the City Engineer and the Ohio Environmental Protection Agency as required.
