(a) Owner's Expense. All extensions of storm or sanitary sewers to serve a new subdivisions or any lots within the corporation limits shall be constructed by the subdivision or lot owner at their own expense, unless the assessment procedure is followed, which includes the full cost of installation of the line or lines, including any and all inspection costs, preparation of plans and estimates, and other connected expenses.
(b) Plans and Estimate. The owner shall submit the proper construction plans and estimates prepared by a Professional Engineer, and shall obtain the approval of the City Engineering Department for the plans and estimates. The Owner shall have the sewer constructed in accordance with provisions of this ordinance relative to the installation of the sewers.
(c) Bond. The owners shall be required, prior to beginning any installation or construction of proposed lines, to post a bond, the amount to be determined by the Director, to insure compliance with the provisions of these Codified Ordinances and proper and complete installations of the lines.
(d) As-Built/Acceptance. When "as built" drawings have been received and approved and a bill of sale for the sanitary sewer system has been approved by the City Engineer and waivers of lien from all contractors, suppliers have been furnished by the owner and a sworn statement has been furnished stating that all bills for labor and materials have been paid, the City will take over the operation of the system.
