(a) Any group (defined as two or more individuals) that desires to hold an activity to benefit a charity, a church social, or for family purposes shall make written application and receive written permission from the Director of Public Service and Safety.
(b) The Director of Public Service and Safety may grant authority for the activity requested, provided, however, that the same is open to the public.
(c) The Director of Public Service and Safety may grant usage to groups to hold activities after dusk, and may authorize the use of alcoholic beverages consistently with the Ohio Revised Code.
(d) The Director of Public Service and Safety shall prescribe an application for group activities.
(e) All groups wishing to make application in accordance with this Section shall pay a non-refundable application fee of two hundred dollars ($200.00), and, further, must compensate the City for all City services, in advance of the event, provided in connection therewith including, but not limited to, safety forces and sanitation in addition to the non-refundable application fee.
(f) This Section does not apply to any group that desires to express a political opinion, to hold a political rally, or to engage in political speech. Further, this Section does not apply to the rental of the pavilion at City Park, which is subject to the complete discretion of the Director of Public Service and Safety. Nor does this Section apply to use of Meadowlark Park (aka Foundation Park) during the term of its lease by the Geary family YMCA.
