153.01 BOARD ESTABLISHED.
   A Park and Recreation Board is hereby created that will replace the current Recreation Board effective January 1, 1997 which will be responsible for the policy forming function in virtually all park and recreation related areas which shall include the following:
   (a)   Preparation and continuous update of a five-year capital improvement program for parks and recreational facilities development.
   (b)   Establishment of policies relating to recreational programming, including the summer playground program and other activities fostered by the Recreation Department.
   (c)   Development and continued review of a systematic park maintenance program, including recommendations relating to procedures, manpower and equipment.
   (d)   Formulation of policies regarding the operation and management of the Municipal Swimming Pool.
   (e)   Formulation of policies regarding recreational use and related management of the reservoir system.
   (f)   Review and recommendation to Council on annual budget proposals for park and recreation related departments.
   (g)   Interview and make recommendation to the City administration concerning candidates for parks and recreation related department head positions.
   (h)   Adoption of procedures designed to maximize opportunities for resident input and to insure correlation of Board activities with Council, the School Board and the City administration.
