(a) The parking meter watchman, acting in accordance with rules and regulations prescribed by the Director of Public Service and Safety and under the direct supervision of the Chief of Police, shall enforce the provisions of parking meter ordinances and upon discovery of a violation shall report:
(1) The number of each parking meter which indicates that the vehicle occupying the parking space adjacent to the parking meter is or has been parking in violation of any of the parking meter provisions;
(2) The state license number of the vehicle;
(3) The time and date during which the vehicle is parked in violation of any parking meter provision; and
(4) Any other facts a knowledge of which is necessary to a thorough understanding of the circumstances attending the violation.
(b) Each such parking meter watchman shall also attach to the vehicle a notice to the owner or operator thereof that the vehicle has been parked in violation of a provision of parking meter ordinances, and instructing the owner or operator to report at the police office of the City in regard to the violation.
(c) In addition to the duties set forth above, the parking meter watchman shall be responsible for the general maintenance of all parking meters in the City.
