(a) As soon as convenient following their appointment to the Review Board, the members shall meet and organize by election of a chairman, vice-chairman and secretary. The Review Board shall adopt its own rules of procedure and provide for regular and special meetings to accomplish the purpose of this Zoning Code.
(b) Before adoption of such rules of procedure by the Review Board, such rules shall be submitted to the Planning Commission for review and recommendations and to Council for approval. Such rules shall not be adopted without prior Council approval.
