Any person moving the building or structure upon or across any street, or public ground in the City, shall conduct the work promptly and without any unreasonable delay, and shall not allow the building or structure to stand upon or across any street or public ground longer than is strictly necessary, and shall conduct the work in a good and workmanlike manner with due regard to the rights of others. In the event of failure to observe these requirements, the Director of Public Service and Safety shall revoke the permit, and cause the building or structure to be removed at the expense of the person having the permit.
