1317.02 FEE; APPLICATION; ISSUANCE OF PERMIT.
   (a)   The owner desiring to move any building or structure upon or across any street or public ground shall make a separate application for a permit for each building or structure to be moved, the application to be made to the Director of Public Service and Safety, and accompanied by a fee. The application shall be in writing, shall give the character and location of the building or structure to be moved, and the route over which it is intended to be moved. If the size, weight, and character of the building or structure to be moved, in the suggested route is such that in his estimation no damage will be done to any pavement, sewer, in lot, manhole, tree, or other property in the street, the Director shall issue a permit to move the building or structure, which permit shall specify the route and time when the building shall be moved.
   (b)   The Director shall not issue a permit for moving any building or structure, unless the same is to be loaded on a truck or trailer licensed under the motor vehicle laws of the State of Ohio. No permit shall be issued if the overall height of the building and truck or trailer on which it is to be loaded is more than 15 feet, or if the building is more than 15 feet wide, or more than 20 feet long. Anyone wishing to move a larger structure shall make an application there for to the Director, who shall in turn transmit it to Council for consideration.
   (c)   Council shall, by ordinance, establish a schedule of fees for all applications for all permits. The schedule of fees shall be posted in the office of the Zoning Inspector and may be altered or amended only by Council. The fee shall accompany each completed application. No action shall be taken on any application until such time that all applicable fees are paid in full.
