The Zoning Inspector shall demand and receive from the person making application for a demolition permit a bond in any sum not less than ten thousand dollars ($10,000), given to his satisfaction and signed by the person making application, together with 2 responsible freeholders living in this City or a qualified surety company to insure that the building or structure will be demolished in a workmanlike manner, without unnecessary delay, and to secure the payment to the City of any other person sustaining damage due to the demolition of the building or structure, any and all such loss or damage.
