(a) The City recognizes that smoking can be hazardous to the health and safety of both the smoker and the non-smoker, therefor the City declares all City-owned buildings and vehicles to be designated smoke-free and also free of the use of any tobacco products.
(b) Employees wishing to smoke must do so outside of the buildings or vehicles and be far enough away from doorways (doors should be closed) so that smoke will not enter the buildings or vehicles. Aside from lunch periods, any smoke breaks shall be limited to one break per each four hour period of work, nor shall breaks exceed fifteen minutes in length or such other time as specified in an applicable labor agreement.
