The Director of Public Service and Safety shall have the entire management, control, and regulation of the Fostoria Fountain Cemetery, and shall make rules and regulations not inconsistent with the ordinances of the City or of the constitution and laws of the State as he deems useful and necessary for the management, control, and protection of the cemetery. However, his management, control, and regulation of the Emma Pillars' Garden of Memory Addition thereof shall be subject to the terms and conditions of the conveyance from E.R. Pillars, and provided further that the rules and regulations established by the Director shall not apply to the Emma Pillars' Garden of Memory Addition insofar as they may be inconsistent with the terms and conditions of the conveyance from E.R.
