(a) The storm water service and the clean water compliance charges established under this chapter shall be due and payable to the City of Fostoria on the date noted on the bill
provided by the City of Fostoria.
(b) In the event the amount billed is not paid in full on or before the due date on the bill, an amount equal to five percent (5%) of the amount billed shall be due and payable in addition to the total amount noted on the bill including, but not limited to, arrears, administrative charges, deposits, defers and local charges.
