(a) A storm water service charge and clean water compliance fee shall be billed to the owner of each and every lot and parcel of land within the City that contains impervious area and contributes directly or indirectly to the sanitary/storm system of the City. This charge is not related to water and/or sewer service and applies whether or not the property is occupied. See exempt property.
(b) Storm Water Management bills will be mailed out as a separate bill for the Storm Water Service Charge and the Clean Water Compliance Fee. Property owners will have the option of paying the bill semi-annually or annually as indicated on the bill.
(c) Every property in the City of Fostoria will be charged a Base Rate (BR) plus an additional fee (if applicable) as outlined below.
(1) All residential properties will be charged the base rate as indicated in Table 1:

(2) Non-residential properties will be charged the base rate plus an additional equivalent charge. The equivalent charge will be calculated based on the gross area of the property, an intensity development factor (IDF), and a runoff coefficient factor (RCF). The equivalent unit calculation (EUC) will be rounded up to the nearest 0.5 unit and will not be less than 1.0 unit. See Exhibit A attached to original Ordinance 2006-71 for more information concerning the calculations and the intensity development factor. Detention/Retention ponds, wetlands or other similar areas may be deducted from the total gross area of the property at the owner's request. The gross area of the properties will be determined from county plat maps or other county records. Owners may provide the City with actual boundary surveys to determine the gross area of their property.
EXAMPLE CALCULATION:
Gross Area = 43,560 s.f. (1 acre)
IDF = 0.75 (% impervious area)
RCF = 2.5 (constant)
EUC = (IDF)*(Gross Area/43,560)*RCF
EUC = 0.75*(43,560/43,560)*2.5
EUC = 2.0

(d) If it is determined that a residential or non-residential property is directly discharging roof leaders, downspout connections and other clean water connections to a combined/sanitary sewer, an additional charge of $ 1.00 per day will be added to the bill. The property owner will be given a reasonable time frame as directed by the Safety-Service Director to remove said connections. After that time frame the additional charge will be added to the bill. When the property owner removes said connections and the removal is verified by the Safety- Service Director's office, the additional storm water charge will be removed.
