That rates and charges established by Section 941.03 shall be billed and become payable as provided in Section 941.06. The Director of Public Service and Safety is authorized to make adjustments as are equitable or necessary with respect to the amount of charges to any premises made for the first billing period after the effective date, in order to reflect the proper determination as to the volume of water used during such period in accordance with Section 941.03.
