(a) When, in the judgment of the Mayor, hazardous conditions have developed or appear likely to develop due to drought or other water-supply interruptions to the City, the Mayor may at his discretion declare a water-supply emergency.
(b) The effective time of a water-supply emergency shall be stated in the declaration.
(c) Whenever a water-supply emergency is so declared, the Mayor shall, as soon as possible thereafter, furnish a copy of such declaration to the local news media and the Police Department.
(d) A water-supply emergency shall continue until a termination announcement is made by the Mayor.
(e) After a water-supply emergency has been formally declared, no person shall, during the period of the emergency, utilize water supplied by the municipal system for filling or maintaining swimming pools, washing vehicles, washing structures or other objects out-of-doors, water lawns, trees, shrubs or other growing vegetation, or otherwise use water outside of homes or businesses for any purpose except for human consumption, or in the event of a fire- or life-threatening emergency. The Mayor may modify the restrictions set forth in this division if, in his sole judgment, conditions so warrant, by indicating said modifications in his declaration.
(f) When in the judgment of the Mayor conditions so warrant, restrictions within homes or businesses in addition to those identified in division (e) above may be imposed by the Mayor in his declaration of water-supply emergency, thereby restricting water usage to health, sanitation, and emergency needs only. No person shall violate such additional restrictions within homes or businesses during the period of such water-supply emergency. (1979 Code 51.04)
