917.05 USE OF SCAFFOLDING AND OTHER BUILDING MATERIALS.
   (a)   (1)   No person shall place, construct, or cause to be placed upon any street, sidewalk, or public ground any scaffolding, brick, stone, line, timber, lumber, planks, boards, or other building material, unless authorized by the Director of Public Service and Safety, except persons engaged in erecting or repairing some building structure or other improvement.
      (2)   Provided that proper arrangements are made if the occupancy involves the use of parking-metered space, persons erecting or repairing structures may use and occupy with such material 1/2 of the sidewalk, and 1/3 of the street in front of and adjoining the premises upon which the building, structure, or improvement is in process of erection or repair, for a period not exceeding 4 months, unless sooner directed to remove the same. The Director of Public Service and Safety may, in case of necessity, by a written permit, extend the time of occupancy from time to time, not exceeding one month at any one time.
   (b)   No person having the privilege of using and occupying any street, sidewalk, or public area shall occupy the same for working up or preparing materials which might be worked up or prepared for the structure or building elsewhere, and all material shall be so used and placed so as not to interfere with the free use of the sidewalk and street not so occupied, or with the free passage of the water in the gutters, and all persons so occupying the street, sidewalk, or public area shall at the expiration of the 4 months or of the time to which the same may be extended, or upon being notified so to do at any time by the Director of Public Service and Safety, remove the materials and all dirt and rubbish caused thereby.
