No person shall erect, cause to be erected, or permit to remain standing any house, building, wall, stairs, fence, portico, wooden awning, step, cellar door, or other permanent structure, in the manner that the same or any part thereof shall stand or project into any street, street right of way, sidewalk, or public ground of the City without first having obtained a permit from the Zoning Inspector complying with all reasonable requirements imposed by the Zoning Inspector.
Before the permit is granted, an application shall be made in writing, signed by the owner of the property on account of which the structure is to be erected, with a statement by the owner that the structure will in all respects comply with the plans and specifications approved by the Zoning Inspector.
