No person, being the owner, or agent having the control or charged with the management of any building within 10 feet of the line of any street, and having a roof with a surface of more than 900 square feet, or a solid fixed canopy or a solid fixed awning, regardless of the size of the canopy or awning, shall cause or permit the building, awning, or canopy to be in such state of disrepair as to cause or permit the water or ice resulting from the fall of rain or snow to drain or fall, directly or indirectly, into a street; however, it shall be lawful to cause water and ice to flow through proper spouts, troughs, drains, or conduits to and into a sewer or gutter maintained by the City in any street for drainage purposes. All spouts, troughs, drains, or conduits shall connect with sewers or gutters in a manner as not to interfere with other legitimate uses of the streets.
