915.01 PERMIT FOR CURB CUT.
   (a)   No person shall cut, break, lower, remove, or otherwise change the elevation or position of the curb or any portion thereof on any improved street in the City without first having obtained a permit from the Zoning Department, and complying with all reasonable requirements imposed by the Zoning Inspector. Before permission is granted, the application shall be made in writing, signed by the owner of the property on account of which the alteration or change of curb is to be made, stating the lot number, the name of the person or persons employed to make the alteration or change, the length and depth to be cut, or the depth which the same is to be lowered, the manner in which the same is to be altered or changed, and the purpose for which the same is done.
   (b)   If upon examination the Zoning Department is satisfied that the change or alteration of the curb is necessary, will not be injurious to the improved portion of the street, and will not unreasonably interfere with the public use of the street, he may issue the permit and prescribe the conditions upon which the work shall be done; provided that when residential property abuts the curb, the permit shall not cover more than 20 lineal feet.

   (c)   If the alteration or change is to be made for the purpose of providing for a driveway or approach, the person making the application shall be required to improve that portion of the boulevard between the curb where lowered or changed and the sidewalk by constructing therein a concrete base not less than 6 inches in depth and to the width that the curb is cut or lowered.
   (d)   If the alteration or change is to be made for the purpose of providing for a driveway or approach to a business establishment, then the curb shall be restored in the event the premises served by the driveway or approach is no longer in use as a business establishment for a period of 6 months or more.
