913.01 ABUTTING PROPERTY OWNER RESPONSIBILITY.
   The owner of each lot or parcel of land abutting upon any public street of the City, whether the land is platted or not, shall construct good and sufficient sidewalks along the street so far as the lot or parcel of land abuts thereon, and shall do the necessary grading in accordance with the ordinances upon the subject of sidewalks, whenever required so to do by resolution of the Council. See Exhibit A, attached to original Ordinance 2000-92.
   All new construction of undeveloped lot(s) and/or underdeveloped lots of record shall be required to have sidewalks on both sides of the street right of way. Sidewalks shall be four feet wide with the line nearest the street right of way to be one foot from said street right-of-way line. This includes both residential and commercial buildings.
