No platting of unplatted property in the town, and no replatting of any existing subdivisions in the town shall be permitted until such plat or subdivision shall be presented to the town planning commission. Upon such proposed plat or subdivision being presented to the town planning commission, the commission shall, within sixty (60) days, make its findings and recommendations to the town board of trustees concerning the adoption, modification or rejection of said platting, replatting or subdivision.
